Both dresses are absolutely beautiful. However, I lean more towards dress #2.

How old is the person wearing it? Teens to early 20s I'd go with #1. Older than early 20's I'd go with #2. :)

I would say either is appropriate, but agree that anyone older than early 20's probably would want to go wtih the second one.  If you are ordering from a website from overseas, make sure to allow plenty of time on top of what they tell you for processing and shipping.  We tried to order one for my daughter for prom and it gave around the same timeframes, we ordered it 5 weeks out to allow for any tailoring when it arrived and it hadn't even shipped 2 weeks before prom and I had to run through hoops to get the money refunded so I could go out and we could find a dress last minute for prom.  Not a fun time...
