I went to an event a few months ago where I wore a royal blue dress. I paired it up with silver eyeshadow base and a grey/black combination towards the end of the eyelids for that smokey look. I didn't cover my entire eye with the smokey makeup though. Just the ends, it gave me that "catty" look that i needed without looking like a raccoon or a bad imitation of Kim Kardashian.

With white/silver dresses, I've used a combination of light/dark greys that are shiny in texture, or even a hint of plum on the corner of the eyelids.

One thing that always makes my makeup look red carpet worthy, is a hint of shiny eyeshadow on the INSIDE of your eye. Just in between your eye and your nose. It really makes the eyes pop and looks like a natural glimmer rather than a blob of glitter. I think for you, it might actually go with the navy blue dress. If you're pairing it up with gold, do a gold glimmer. and if you're pairing it up with silver makeup/accessories, then do a hint of silver. HAVE FUN!

The best product I have found for that glow on theinner corner of your eye is the Lightwand from Mally.
