Fish Packets w/Peppers

FISH PACKETS WITH PEPPERS
2 cups cooked brown rice or other grain
4 tsp capers, rinsed
1 fennel bulb, thinly sliced, plus 1 tbs fennel fronds
1 lemon, thinly sliced
3 fish fillets, each quartered
1 onion, thinly sliced
1 red bell pepper, thinly sliced
Heat oven to 425 degrees. Tear off four 12" squares of parchment paper, arrange on 2 baking sheets. Divide lemon, bell pepper, fennel, onion and capers among squares. Place fish pieces on top, season with salt and pepper. Top each with another square of parchment. Fold each edge up and over 3 times. Then fold each corner of packet under itself to create a seal that will remain intact while packet is in oven. Transfer baking sheets to oven, bake 15 min. Transfer each packet to a plate. Lift top piece of parchment. Cut an X in center. Fold back triangles, tearing open paper, to expose food inside. Sprinkle with fennel fronds. Serve with rice...Makes 4 servings of fish packets.
Daisy here: Not sure about the fennel bulb & fronds but it sounds good without them too.
