Broccoli Au Gratin

1 1/2 lb. fresh broccoli
1 1/2 c. water
1 tsp. sugar
2 Tbsp. margarine
2 Tbsp. flour
1 c. milk
3/4 tsp. salt
1/8 tsp. nutmeg
2 Tbsp. margarine or butter, melted
2 Tbsp. dry bread crumbs

Cook broccoli for 8 to 10 minutes, until it is bright green and tender-crisp; drain. While broccoli cooks, melt butter in saucepan; add flour. Stir until smooth. Add milk; bring to a boil. Cook until thickened, about 2 minutes. Add salt and nutmeg; set aside. Arrange broccoli in ovenproof dish. Pour sauce over. Combine bread crumbs and melted butter. Sprinkle over broccoli. Bake at 350 degrees for 30 minutes.
