We have layoffs but the government is hiring?

I am completely confused. My office just laid off three people, gave me one of those person's workload (no raise) because they are "preparing" for things to get worse yet I heard on the news last night that the government has over 600 new help wanted ads out. My husband's company cut their management staff in half last quarter. My sister lost half her staff. How can the government be doing great when the rest of the businesses in the country are not??

I have seen a lot of Help Wanted ads lately but they are all for part-time jobs. I can see signs of the economy improving but think that many companies, especially the small businesses, are preparing for raised taxes (which we all know is going to happen at some point) and the new health care laws going into effect.

 I personally believe that companies are letting full-time benefitted employes go and hiring part-timers so they don't have to offer them health insurance or any other benefits.

I really don't think it is a matter that the government is doing well but the rest of the country isn't. I think that with the elections and all a few months ago, staff changes were inevitable so the new jobs are a result of that. Also, I think that many companies are realizing they don't need all the staff they have had in recent years and can eliminate some positions. Not so much because they are preparing for something horrible,but learning to be more efficient.
