Is this phone app a good idea?

I recently found out about an apps challenge asking individuals to create a phone app to help prevent dating violence and sexual assault.

I personally feel it is a waste of time. While the effort is noble, why a phone app when a person in trouble can even more simply call a friend directly or even better: 911. Education centered around self esteem, confidence building, and self defense would be far more effective.
