Why their training work- out is not working?

I have some acquaintances who I see them once in a week during aerobics class, on Sunday I don’t see them during the week because I don’t go to the gym they attend I only see them at some free aerobics classes we tend to share on Sundays at a public park. I know these acquaintances for more than a year now perhaps even 2. The thing is that if you see them physically, you can’t say they really work out and train hard enough and this is true.l I don’t like like a super change in their bodies since I met them 2 yrs ago. They are the same with no change at all. They always say that during the week they hit the gym after work, they do weight lifting, they do spinning, they use the treadmill, etc One of them even say she runs 3 times a week. But if u really see them they don’t have the body of a person who really works out 5 days week each week. They are ladies with no thin bone structure, they are somewhat fat. One of them is tall but still, she does not look thin. The other lady either, is not thin either.
My question is how come if they say they work out during the week
