I think we should be aware, which is different than being on alert. It's tiring to be on alert all the time, and we're put in a defensive mode. IMHO, being in a defensive mode will make a few people either more aggressive - even if they aren't quite sure who they ought to be suspicious of - and other more paranoid.

Being aware means that you live in the moment, and you know what's happening around you. You automatically note certain things - where the exits and fire extinguishers are, for example - but you stay grounded. You also listen to your gut feeling telling you whether something is right or wrong.

In the case of Norway, people were obviously neither on alert or aware. Even if they had been on alert, they would have been on alert for the stereotypical terrorist. This person, who only a few newspapers outside of Norway are calling a terrorist, wouldn't have physically fitted what the majority of people would have described a terrorist to look like. He would still have gotten away with it, most unfortunately.
