According to Health Day News, young college women insist on condom use less than they should:
"Women become less likely to insist on condom use during the course of their first year of college, new research finds.
Declining condom use was most notable among women who drank excessively, who had worse grades and who came from poorer backgrounds." READ MORE

I think the article clearly answered this question: Declining condom use was most notable among women who drank excessively, who had worse grades and who came from poorer backgrounds.
Drinking definitely impairs ones ability to make smart decisions.
