Excessive grooming

Does anyone have any information on excessive grooming?? My cat, Bert, has been licking himself bald. I've taken him to the vet (3 different vets) they all say that he's emotionally upset and they all concurred to give him steriods. I reluctantly gave in, they didn't help. He doesn't seem upset to me, he's a happy-go-lucky cat; very playful and lovey-dovey. His borther, Ernie, is fine, no licking. We thought maybe it was some sort of allergy - we changed his food too. I bought Pam's book, Twisted Whiskers, and have implemented just about all of her modifications, which have helped, his hair has starting growing back in. I guess my question is, can anyone recommend a good spray to put on him when he's having a lick attack?? And can anyone relate to this problem? Any help, assistance, or advice would be greatly appreciated!! Thank you, Laurie - Holland, PA

Les had a good idea and also type in exc. grooming in the search messages box at the top of the cats page!
