Our HOA has a 3 cat/dog limit and I have no problem with it. I figure anyone who does, doesn't have to live in our neighborhood.
I do think though that it isn't strictly enforced for anyone whose animals are cleaned up after (most backyards are fully visible from the golf course) and aren't a nuisance to the neighbors. It does though give them something to fall back on with those who are causing problems.
The suburb where my parents live has a 'no more then 5 cats' rule. They have 3, & babysat mine for a couple of weeks while I was in between leaving my apartment & buying my house, so we made jokes about how they are just almost breaking the law. :)
I think that the laws are pretty silly. There's no law on how many children you can have in your house, & cats take up a lot less space & leave a smaller carbon footprint.
I had to laugh - I agree....when you limit the number of kids the lady in the apartments behind my condo can have, then we will discuss the number of cats in my condo.
I've always lived out in the country where there isn't a limit and I'd be in trouble if I did live where there was a limit. I have 7 ferrets, 2 dogs, a cat, 16 chickens and 3 cows. I don't like the idea of limiting numbers of pets. Just my 2 cents.
My local city hasn't done this (yet) and I was sure to read the condo association rules before I bought my condo.

Being out in the country we don't have a limit on how many pets we can have.
Pet limit laws while new in your area are pretty much the norm in many many places in the U.S.
