Kitten with damaged vocal cords.

I don't have cats. Well, I sort of do, but they are not mine. They really belong to my best friend. I will never be able to have a cat because my dad and brother are allergic, so my best friend shares hers. She has 5, and all but one are rescues (the other one just needed a home). My question is about her most recent rescue, Zoe. Zoe was left abandoned by someone about a week ago in my friend's garage. She is, they think, a Himalayan, a beautiful little kitten with green eyes and fur that looks black at first, but in light is really the color of cocoa. She is about 4 weeks old. We don't know how long she was out there before my friend found her, but the week she was abandoned it got down into the 50's one night...brrr! Zoe was very cold and meowed so much that her vocal cords are damaged and she can barely meow any more.
My friend kept her and her dad gave her some money to take her to the vet. The vet says there isn't much to be done about damaged vocal cords. What I wanted to know is, is that true?

I've had a couple of kitties that did that too.
