Nosey neighbors ruined my perfect dog!

I got my puppy when she was only 4 months old from the shelter. She is a rottweiler/german shepherd mix, so I wanted to really train her to be the smart, pushover, yet guardian of my (soon) house. She was doing so well going outside to potty and was just listening like she was born that way.

Well, turns out my nosey apartment neighbor (not even in the same building as me!) told management how it 'wasn't fair we had 3 dogs and blahblahblah' when they were no set rules and she knew about it. There was no actual complaint, just a 'fairness' thing. So, we got a letter saying we had to remove the dog, and in order to avoid that, we just kept her inside so that Miss Nosey doesn't cook up any more complaints. Now my dog, 3 months old, REFUSES outside! I've tried everything, crate trained her, the whole nine yards. It's so stressful to have to clean my carpet (all 900 sq.ft. of it!!) because she wants to go all over the place.

That woman is CRAZY! She 'complains' about all the dogs in the apartment complex. This is the only real pet friendly place in

Sometimes people just have nothing better to do with their time; believe me, I've been through it.

Now, which dog refuses to elimiante outside.....the new puppy?
