I just lost my bichon frise Toby about 3 weeks ago.

Toby's mom, I'm so sorry for your loss. Everyone is different - some feel better finding a new companion quicker than others, so please don't feel bad for whatever decision you do make. There is no right or wrong answer there, it's all very personal. While you will always miss Toby and keep a special place in your heart for her, it will get easier day by day.
