Hiring Young Black Men for Less than Minimum Wage?

In a political discussion with my father yesterday, he told me about an economist he watched on tv discussing this.

The unemployment rate of young black men, up to something like 25 or 26 years old, is astronomical.   And that business owners might be more willing to hire them at a much lower rate, teach them a trade, and within a certain amount of time raise their wages.  Otherwise, if never given a chance to work, they can't learn a trade.

The idea blew me away.  I own a small garage.  I have young black men asking every week  for work.  Some have come by 10 times at least.   One is still waiting for the chance to load tires into a trailer for disposal.  A 4-hour job at the most, but he's been coming for weeks.  I am going to hire him when we do this.

They need training, and I can't afford it.  I can't afford the employees I have now, to be honest.  One is going to jail for DWI's, and I can't afford to train a man to take his place.  I have to have someone already skilled.

Politically, I don't believe this would ever become law.  But I know that many unemployed people would be for it.  One man offered to weedeat our place for $6 a month.  And yes, you read that right.  I hired him and I pay him more than that.  How could I not?

People are desperate.  And not just black men.  But that is the majority that come by looking for work.

I think many workers are being taken advantage already, no matter their color, gender, etc.

But I don't know if it would make a difference or not in the big picture of things

My main concern would be workers being taken advantage of, or qualified people not being hired because "cheaper" labor could come through another route. In California there was a movement towards being able to pay people under 18 less than minimum wage. The overall concern became, will places like McD's, Burger King, retail giants like Wal-mart, etc. hire low wage teenagers over adults they had to pay more?

What would be nice is some kind of tax incentive or program to support businesses hiring and training these unemployed people. Something like social security disabilities "Ticket to Work Program," which gives tax breaks and incentives for business owners to hire disabled people.
