In my opinion, infrastructure is the most important. If you have good infrastructure protecting you, then it can minimize the damage.

While I agree that Infrastructure is quite important, that is basically from a death count viewpoint.

Surviving after the disaster is the true challenge, IMHO. So, that said, the Social aspect is paramount. People not only need to be personally prepared, we need to understand that we will all be relying on each other. Our neighborhood block watch also has a 'disaster network' in the works. That way, we can all support & protect each other.

As for Political - depends on who's holding the reins! ;) And Economic - while that too feeds into the recovery aspects, even First World countries will have tremendous challenges when faced with something like what has happened in Japan.
