I think it makes more sense that Bernanke changed his opinion between 2007 and 2010, because with time he was able to see more of the facts.

There was no change to the facts when Bernanke made his statement in 2007.

Democrats did not "control" Congress, even after the 2006 elections. In the House, they DID wrest the majority of seats from Republicans who had been the power party since 1994. http://en.wikipedia.org/wiki/United_States_House_of_Representatives_elections,_2006
