Fossil fuels are finite and filthy. Haring after them, even if it means temporary short term gain (jobs and no shift in entrenched habits of energy usage), will inevitably result in long term pain.

Farmers will have to share in the conservation if the Ogallala is to be kept viable. They will have to find drought-tolerant alternatives. Stuff like this http://ethanolproducer.com/articles/3570/the-future-of-the-ogallala-aquifer/ has to stop.
