I don't disagree with your complaints, but that does no answer my question.

Many moons ago when Al Gore was in the senate, he changed his vote on key legislation in exchange for TV airtime. The dems wouldn't give him any airtime, the reps offered him 3 minutes so he swithced his vote to the GOP side. He got his ugly mug put on the air to give himself more public exposure, to advance his own political career.

Several years later, when he was VP, he cast the deciding vote mandating the use of that useless product we call ethanol. He has since admitted he only supported ethanol in order to get votes for himself.

So what do you propose in lieu of social programs geared to educate (like HeadStart), programs which are meant to make sure that children who arrive in class have adequate nutrition to focus, and programs which are meant to deter drug use instead of just tossing a user into jail and throwing away the key?

I see a recurring theme with conservatives; lots of rhetoric but virtually NO constructive alternatives. For instance, they rose up in rage against the legislation they called Obamacare--but when they held the reins of power, the only thing I can recall was an EXPANSION (government funded) of drug benefits for those on Medicare. So they added to that much despised national debt, did nothing to control costs for the majority of citizens, and have the unmitigated nerve to attack Obama for trying to find a alternative which pandered heavily to PRIVATE enterprise (insurance companies). Weird, weird, weird.

I am a strong supporter of programs like HeadStart, but I also strongly believe that such programs should be accountable for performance;

I believe in accountability too but think that testing often devours time and/or money resources; or drives unexpected patterns of avoidance/compensation which have the net impact of negating test results.

Just an FYI, there is a test for ethyl glucuronide that tests for alcohol for up to 80 hours after consumption. Otherwise, I completely agree with your statement regarding drug testing.
