Is the solution elections?

I like democracy – I like elections. The other day I heard Benjamin Netanyahu, the current Prime Minister of Israel, describe how he feels his nation ensures that a budget is passed. He said if a budget is not passed on time in Israel the existing budget is continued for at most six months. If at the end of the six months there still is no budget then new elections are held.
Could this be a way that the United States could avoid shutting down the government? Would it be helpful if an impasse over the budget or a continuing resolution or raising the debt ceiling would trigger off new elections for the President, all Senators and all members of the house? A parliamentary system would not be needed for such a plan.
