As regards "what troops need", what makes you fit to determine that?
You have a right to your opinion of Obama but don't expect everybody else to share that opinion.
Israel has the assets to protect itself. The last thing we need is a WWIII.
As a matter of fact, FDR used similar programs quite effectively though there are those who argue that WWII was actually what brought about economic recovery.
Are you proposing something similar in the "poor, poor Israel" meme? If so, what are you going to sacrifice? Gonna grow a victory garden, use ration coupons, go without fuel, eggs, butter, etc? Just curious.....
