Interesting News on Jobless Benefits

In trying to keep up on the latest news in our economy I came across this article to share with all of you.  I think it is wonderful that most of the overpayments are not caused by people trying to commit fraud.  What has me curious is the number of people that are declining unemployment benefits even though they're eligible for them.  My guess is some of those people have working spouses or savings and are choosing to use that since most likely it would be more money than unemployment.  But what about the people without working spouses or savings that are still choosing not to use unemployment benefits?  I wonder what their reasoning is and how they're surviving.  Any thoughts?
