Could you say something like, "So is there any particular reason for this call or are you just calling to chat?" or "so is there something I can do for you?"

If she says she's just calling to chat, then make nice for a few minutes (five at tops) with you asking her a few questions and her responding with her singular answers, and then end the conversation with "Well it was great catching up with you, but I have to get going" and hang up.

It is odd behavior.

If it were me, I'd also use my caller ID and only pick up every third or so time she calls.

It sounds irritating, and I wouldn't spend much time trying to figure out why she calls you.

Perhaps when she calls if you let her do the speaking.

That is a weird scenario to endure - I think for me, I'd answer the phone the first time that week - chat with her like you've been - maybe fill in some things that you saw on the news or something that is going on with you - give her a chance to say anything else by asking "what have you been doing?"
