Cousin's boyfriend rubbed my feet, is this creepy, or am I just overreacting?

Ok, so I'm 19 going on 20, and last week I was hanging out at my cousin's place. I decided just to chill there for a while; I hadn't seen her in a long time. Anyway, her boyfriend was there as well, and my cousin went outside to 7-Eleven to get some things, and left me at her place while she went outside. My feet were killing me from wearing flip flops all day, so I took them off and reclined on the sofa, barefoot, my feet hanging off the edge of the couch. He sat next to me, and we began talking. Then, he started to tickle the bottoms of my feet. I thought nothing much of it at first, but then he started to rub the bottoms of my bare feet. He started saying things like, "oh, they're so soft". I was starting to get really creeped out. He stopped after a while, but I was really creeped out. Why did he do this, and what should I tell my cousin? Was he trying to make a move, or was he just trying to be friendly?
