My suggestion would be to not produce the calendar. Your niece is a mature woman who has made her choice and that needs to be respected. Your brother may have a point but the fact of the matter is your niece is the one to protect. If you go forward with this calendar either way will fracture your family dynamics and possibly cause irreparable harm.
I agree with the others, it's a very nice gesture but to follow through with it would unfortunately cause more problems than the calendar is even worth. Good luck!
My former bf's sister does a family calendar each year & adds a picture of family members (individually) on the dates/months of their birthdays and "couples" on their anniversary dates. Just an idea...
For our family reunion, I created a black & white photo collage of my great grandparents & my Mom, aunts & uncle. I was the grandchild hosting the weekend event. I used my grandparents' wedding picture & the family home then I surrounded this with group shots of my Mom, aunts & uncle growing with & without my grandparents. I also included wedding pictures of my Mom, aunts & uncles - oops, forgot one of my Mom's 2nd marriage. I printed copies of the collage as 8 x 10 prints and gave Mom, aunts & uncles framed copies. All my cousins got just the print (too expensive to frame for everyone). This was a big hit. The older generation loved reminiscing and the younger generation were thrilled to have a piece of history. I had asked for family pictures and then I took the pictures I received and created a photo slideshow that ran constantly in the background during our one main meal. I had printed a set of all the pictures & put them in albums. This was also a hit throughout the weekend as it allowed people to remember, ask questions & just filled in the gaps for those that weren't as close to each other.

Scrap the calendar and get your parents matching robes with coffee mugs.
The calendar was a lovely idea, until the problems came up. Drop the calendar to keep the peace in the family. Some things are just not meant to be.
