Just call your sister and ask.

Its your sister's responsibility if its a family party and the usual relatives will be there. Maybe you should call you sister to ask her if there will be a party for family this year. At 7yo your niece may want a party for her same age friends which might mean the relatives are not included unless they have a kid around 7 years old.
