Dee - I don't know what her background is, but I would bet it's not HR. I've only been face-to-face with her once, and that was at a company luncheon. We work in different offices and have no reason to ever see each other. From what I've heard, she was hired as assistant to our controller (who was handling everything from accounting to payroll and benefits), and has just fallen into the HR position.
What you said in your second paragraph was very interesting: I don't like to bug people if I don't have to, and I'd be happy to look for answers in our employee manual. The problem is that there are no answers. The manual is very vague and full of "call this company with questions about health benefits" or "call this company with questions about 401(k)."
The questions I was asking her were specific to my situation. An example: my benefits started on X date, but she'd told me that my first payroll deduction would not be until 2 weeks later in the month. Because DH is a full-time student, we rely on my income and we budget very carefully. I needed to know if that first payroll deduction would be for the regular amount only, or if there would be a "catch-up" amount, since I was insured before I began paying premiums. I tried not to be a pest; I saved up my questions and would email her 3 or 4 at a time (and I only sent two emails with questions). It's just frustrating because the only way to get answers is to contact her, and she obviously doesn't want to be bothered.

RoseAnn - you're right, it wouldn't be a bad idea for DH to have a baseline exam at some point. But with him in school, and the other things we have going on, there's no way it would happen before our new insurance year begins on June 1.
They are going to reimburse me for the premiums I've paid - it's only about $10, LOL. It wasn't about the money (obviously). I've never had a company make an error on benefits like that; I guess from now on I'll have to check everything more carefully (which I should have been doing anyway).
Are they going to reimburse you for all the contributions you've made? If not, I think you're entitled to use the benefit!
I don't require vision correction but I go in every couple of years for an eye exam just to make sure everything is still OK. ;)
Sugar - you have a good point, and I wasn't trying to get her in trouble. My issue is not with the fact that she may not know something. I don't believe that ignorance is something to be ashamed of. But instead of saying, "I don't know, let me check," she has given me incorrect information and/or talked rudely to me. I don't profess to be an HR expert (that's why I'm asking her!), but I ask questions because of specific issues that have come up for me in the past. She acts like I'm putting her out by contacting her - when she's the only HR contact we have!
And, really, my vent was more about the fact that my email was completely clear, and yet she didn't understand it (because she didn't *really* read it). KWIM?
