I understand you are hurt and angry and confused and sickened by all this, but how do you know what he wanted to talk about unless you actually talk to him? Or do you just ASSUME it's over? Did he actually say he wanted out? If so, leave him hanging I agree with you sister, but if not, just see what he has to say would be the course I would take.
I'm really sorry you're going through this, but I honestly think that you're better off without him. I dated a guy like this a few years ago. We would spend the weekend together, have a great time, then he would call me during the next week and say 'I don't know what I want, I don't know if I want a relationship', blah blah blah. So I would back off and give him his space. Then he would call me back saying he wants a relationship, so we would go out. After a couple times of this, I realized that I was just a "back up girlfriend" when the ones he was sincerely interested in didn't work out for him.
I wouldn't call him back, wait for him to call. If he's sincere about getting back together or making the relationship work, he will be persistent to talk with you. I hope this helps.
