Is it ok to break up by sending an email after being together for 2 years (living together for part of it, now moved out), because I am terrified of the person's reaction, and generally can communicate thoughts much better in writing? Further, when trying to do it in person, I can not speak, in terror. Also, if yes, do you follow up with a phone call? If no, please advise on other options... Is there a duty to do it in person?

Well, having had my ex tell me he needed a break from me over text messages, and still being so hurt over that... if at all possible, I would say do it in person. Unless you're afraid of physical violence or something like that, that's another story. But if he's just going to be emotionally devastated, I think after two years you do owe the person a little respect.
I guess on the other hand, it also depends on what you want the outcome to be afterwards, if you want to be friends, or just to let it go.
What about writing all your thoughts out and reading that to him in person? Then you will be able to get your point across, but he'll also have a chance to say something.
If you are afraid for your physical well-being, then no, don't do it in person.
