Should I cut all ties?

I was dating a guy for 9 months. We spent our weekends together, and we talked every night right before bed. One night, last month, he was acting funny. He was quiet and distant. He ended up leaving without a goodbye and emailed me later to tell me that he was confused about his life right now and that he had to sort some things out. It was a very sudden break up. Anyway, we hashed it all out and I tried to pretend all was ok, even though we weren't together anymore. I was getting confused because he was acting like usual whenever we would talk or see each other so I asked him if we were working on our relationship or just friends. He responded that we need to focus on our friendship right now. I thought I was able to do that, but a few days later, the anger finally came out. We haven't really been talking the way we used to and I decided we just don't need to talk at all. It doesn't benefit me, it just benefits him. He gets his friend and I am stuck with nothing.
Anyway, I let him know that I was really angry. He told me that he had wondered if I had been all along and was just not showing it. He said that he missed having our talks and how important I am in his life. He said it was worth working through whatever gets between us.
Ok, now I am really confused. Does he mean as friends or is he wanting to work on the relationship? I don't want to ask again.
Do you think it's best that I just cut all ties and walk away? Is that the only way to get over someone?
