What kind of a husband gives his wife a new ring after being seperated for a year and then 2 weeks later tells her that he can't Make Love to her, can't give her what she needs emotionally, and is afraid of losing his house if she moves back in? And then he is upset with her because she couldn't wear the ring any longer knowing how he was feeling. He is angry with her. This makes no sense to me.

There is no answer that makes sense here... a h who is hoping that the ring will make everything better (in his mind) and then he won't feel the way he's feeling anymore perhaps?
I can relate... my xh bought me a pair of antique earrings when he went on a trip with OW... it was three weeks before he said he wanted a divorce, but I was very upset about the trip and did not appreciate that he did not seem to care about my feelings...
When he came back, jewelry in hand, I thought, hmmm... maybe he gets it now... and I wore them a time or two... he was sweet loving and attentive... for a few days... three weeks later OW's father died and he screamed that he wanted a divorce during a phone conversation when I was driving to pick up my son... I'm sorry... of all the times to tell someone you want a divorce... when they're driving is NOT one of them...
I think it was a band-aid, but, unfortunately, when it "fell off," the wounds were still too serious...

A man who can't make a commitment. It was a "guilt" gift. Give the ring back.
Time to start thinking about what you need to do for yourself. He's already decided.
