STBX filed a power of attorney about kid

Good morning ladies,

I have been lurking on this board for awhile and I have a question that maybe some of you know about.

Here is the long story short:
My stbx filed a power of attorney about the kids so his sister (who lives with me) can make decisions about the kids. Stbx lives 800 miles, he moved there after he filed for divorce. The sister moved in my house when she and her boyfriend broke up.
I am the custodial parent he has visitation only.
Here is my question: Does it mean that the sister is able to make decisions about the kids (i.e.: meds, schooling, vacations)? What about my rights as a parent? Does he give up his rights as a parent? If the sister and I disagree who has the final say so?
And visitation does he not want to see them? Who is to pay child support?
The sister and I get along great; I hope that won't change because of this.
Now I can understand IF stbx and I were both physical/mental unable to make decisions that this would be OK However that isn't the case. We both are of sound mind and body (LOL maybe not STBX)!!
Does anyone have any suggestions?
Is this a power play to say I'm an unfit parent? Or just a way to get out of paying child support?
Our divorce has not been cordial mostly because of $$ not the kids. He has stated that he doesn't want the kids to live with him. He wants to see them during the summer for a week and maybe at Holidays. He said IN COURT that they infear( sp) with him and his GF.
We have an appt with a mediator to make a final order regarding the kids before our divorce can be final. Does the sister now have to go in with the mediator?
And Lastly, he told the sister that this has all been done that we don't need to go infront of a judge. Does that sound correct??

Hi daff... To me, the only thing a power of attorney will do is allow her to sign documents in his absence that may otherwise
