Please, I guess I'm just looking for some feedback here. Is the saying true? Once a cheater always a cheater. I guess I'm asking because I know mine is or was a cheater. How true are the stats on this one. Please I just need some answers to this.

Once a cheater always a cheater unless spiritual intervention has taken place in my opinion.

There is no single right answer to this question. For some it will be yes and for some it will be no. If a person that cheated in the past has made significant change in his/her life for their better good then the likelyhood of continued cheating is very low. Most cheaters are very selfish as its all about them, their wants when and how they want it. If a person is showing selfish behavior in other parts of life then I would question if they would cheat again.

Its not much different than saying - once a pot smoker, always a pot smoker or once a chocolate eater, always a chocolate eater. People can change for the better good.

hmm it is really difficult to say but one thing is sure

one who cheated once is LIKELY to cheat again then the one who never cheated.

so the cheater has more PROBABILITY of cheating again then the non-cheater.

it is like smoking.

once who was a smoker has MORE CHANCE to to smoke again the then one who never smoked ever.

When you say he is or was, how long ago was this? What were the circumstances? Was it a one time slipup that he felt horribly guilty over and was never repeated, or was it a continuous thing that he rationalized as being acceptable and never regretted? If it's a case where he had no regrets, then it's more likely that it's within his ethics to do and is likely to be repeated again.
