I think you made more out of this than he did. Its a simple case of him never really considering it to be a relationship, just friends with benefits, and you were thinking of it as more and searching for answers as to why it wasn't more. Someone can pursue someone else pretty hard and never have the intention of wanting anything more than FWB. He may have said or did some things that made you think he was really into you, but thats a pretty typical perception that one can have in these situations. Its best to forget about it and move on.
