If he's loosing weight, but gaining bulk, doesn't it seem like bulkier muscles would cause that?

Sure it can do that, if you gain muscle it weighs more, even if you are losing body fat. It all works out in the end as long as you don't hit a big plateau. Changing the routine is good for several reasons, avoiding plateaus, muscle confusion, and avoiding boredom. The BFL cardio program is great it is only 20 minutes long but man does it burn fat and add that to the weight training it is awesome and in 12 weeks. I have done it and seen what it does for me and also DW.
The cardio I listed. Oh BTW can I have a couple of beers please, I will pick which ones, LOL.
1. Warm up the first 2 minutes at Intensity Level 5
2. Minutes 2-3 move from Intensity Level 5 to 6
3. Minutes 4-5, 6-10 and 11-14 work your way from Intensity Level 6 to Level 9, maintain for one minute.
4. Minutes 15-19 work your way from Intensity Level 6 to Level 10 (High Point at Level 10), maintain for one minute.
5. Minute 20 cool down to Intensity Level 5 for one minute.
Alternate weight-training and cardio workouts for six consecutive days and rest on the seventh day.
Sure have matching shorts also.
Also forgot need to add protein at least 1.5 grams per lb of body weight. Whey is the best also, and most important to take the first protein drink with in one hour after working out.
Now back to the beers, LOL
I never did visit the health food stores in this area to see what sort of products they have. When I get ready to get my butt moving in that direction, I'll definitely be asking you for a list of stuff to look for.
The beers are getting a little warm. Perhaps I should refresh them first, unless, of course, you like body heat ....
