I would imagine the heat of the water would kill any kind of STD bacteria or virus.......but how about mold, or the "dead skin" floating around in it.

I don't know that you would be able to catch an STD in there (whether they had sex or not), but there are a host of bacterial infections that could be present. A hot tub is maintained similar to a pool, with chemicals, and should be balanced properly. Any type of oils, from the body or lotions, will make the tub look scummy as it wants to cling to the acrylic and when water encounters it, it rises to the surface (like any oil/water combination). For stand alone hot tubs, they periodically need to be drained, scrubbed and refilled.

I wouldn't want to get into a nasty looking hot tub, I would worry just as much about things like e-coli as anything else.

Looking "nasty" is not a good sign that it is being well maintained. However, if he is treating the water properly; shocking at least weekly it should be safe. A scum line is from oils, dirt, swimsuit soaps etc. Conversely, a tub could look sparkling clean but still have bacteria.

Maybe you could volunteer to help him clean it up. It sound like he needs to drain and then use scum chemicals to remove the staining. Ask questions about what he is putting in. There are several methods for maintaining tub. Bromine; Chlorine(sodium dichlor); silver ion, ozone, mps, etc.

As far as sex in the tub is concerned... that looks good in the movies but the reality is that the water washes away all lubrication. Without lubrication, sex is not good. Silicone based lubes can be used and are effective. However, it is difficult to get silicone off the tubs underwater surfaces. We tried it a couple of times. The cleanup effort was not worth the trouble. My DW does use a waterproof clitoral vibe on occasion.
