No, a man cannot hold his pre-ejaculate fluid. The fluid is designed to lubricate the urethra and the head of the penis for penetration. It is purely a biological reaction preparing the penis for intercourse. However, the amount of pre-ejaculate that is expressed from the penis varies from man to man and from situation to situation. Usually the more aroused a man is the more pre-ejaculate that is expressed.

PS - Just in case you weren't aware, pre-ejaculate is filled with sperm, so you pregnancy can occur if the head of the penis comes in contact with the lips of the vagina.
I re-read your question. Did you mean, can a man that pre-ejaculates control it?...That is different than pre-ejaculate(the fluid that coats the end of the penis before sex). A man that pre-ejaculates (has an orgasm before penetration or very quickly after) can learn to control that...but it takes time and patience.
