well...you gotta define "best"... You after fun? clean? nude-model perfectly smooth? easy maintence? Easy visibility for your partner?
Just as the hair on people's head is different, the hair and skin on their..uh.."down there" is different as well. Some people have no problem shaving and getting results that look like they never had hair, others show "five o'clock shadow" by the time they step out of the tub (and its all good).
People sing the praise of waxing, but I'm glad my GF doesn't go for that -- I don't think I could do that to her, and having someone else do it would take much of the fun away for me (and all the fun for her -- she is indifferent to hairy/shaved, but she loves the process of BEING shaved).
An under-rated option: clippers. Much less irritation when you let it grow back (the hair isn't as sharp when clipped as it is when shaved). Granted, it doesn't give the "nude model" grade job, but is not very scary to have your partner do to you, it is easy to do to yourself, it looks great from a small distance, the results show what you have, and are lots of fun, and really does a pretty decent job. I use a beard clipper (powered with a single AA battery) with my GF, we've also tried a cheap "personal hair remover" which is basically the same thing, but slower.
Personally, I use a combination, as I seem to have two kinds of skin... my penis and scrotum tollerate the razor just fine, but the skin above my penis tends to react badly to the razor, so I usually use the clippers there. It wouldn't surprise me if some women benefited from the "different tools in different places" approach, too.
Other than that...lots of comments about this topic are regularly on this board and the oral sex board...stick the word "hair" in the "find messages about" box above. :)
I shave and I have to reshave every few days or else I'm dying of the itching. I leave a small triangle shape though just cause dh doesn't like the no hair look.
If all else fails, here's some tips that've helped quite a bit:
1) Careful with electric shavers. Fine for some, problematic for others.
2) Once you do start and get comfortable with it, try to keep up with it at least every 2-3 days. This helps keep the micro hairs from becoming too thick again and helps prevent ingrowing.
3) I used the same type of shaving gel that I use when shaving my face. Seemed to help me anyway. I've read that many women use the same stuff thats used for legs too.
4) PLEASE make sure your razor is as sharp as new if you can help it. You want to cut, not pull. Ouch!
5) The bumpies and itchies everyone complains about are COMPLETELY non-existant when I shave because I brave the techinque of doing so with cool to actually cold water. Again, this isn't for just rinsing afterwards, but for prepping as well. Won't go into the scientific/physiological detail of why/how it works...but it DOES work and many across the internet absolutely swear by it. In fact, the number of times that I've actually knicked myself, the cold water rinsing stopped the bleeding cold (pun or not, its true). I usually start with lukewarm to cool so I prepare for the pain of the cool to cold as I finish. Yep, I only shave while showering.
6) Good products all around for sure. Midas Touch 8000 helped me a lot too. You've GOT to look that one up...self explanatory.
