How do I ask if he is commited?

I Have been single for almost 7 years now, I have not been interested in anyone but a couple of days ago this guy came in to the office where I work and I have not stop thinking about him ever since, I have not felt this way for anyone for long time. I didnt see a ring on his finger (not that it means anything) but how do I approach him? How do I know if he is commited?

You don't. Ask him out for coffee, lunch, or to attend some kind of non-threatening event. If he's taken, he'll tell you. Even if he's taken or isn't interested, most guys would take the invitation as a compliment so don't worry about offending him.

I usually slip in the line, "and how does your girlfriend feel about that?" during a conversation with a guy. Guys just assume you know their attached, so they will then reply either, "she feels.." or "oh, I don't have one". Then you know.

You want to get to know this guy, so invite him to join you and maybe another coworker for a coffee break. Or offer to get him something from the coffee shop/ deli/ snack bar while you're there. Chatting up a new guy can be easier in the sense that you have lots of material to ask. You can ask about where they're from, their hobbies, wife/gf/kids/animals. If they are both new to the office AND new to town, you could suggest a few great lunch places, dinner restaurants or clubs to check out.

So invite him for coffee and go from there.
