For me, the attraction is usually pretty instantaneous. And that doesn't necessarily mean there's butterflies involved, but the attraction is definitely there. If you're not feeling it, then you're not feeling it. It's not fair to him to lead him on and it's not fair to you because you should be in a relationship that has all the important aspects, of which chemistry is one.
Personally I think I'd let him go so he could be with someone who was all over him as well, ya know?

While there are probably one or two visitors to this board who are under the assumption that 'men should automatically know how to please a woman'---THAT ASSUMPTION IS WRONG!
All women...like all men...are different! And what works for one could completely 'turn off' another!
Before you totally give up on the man you're seeing...why not 'clue him in' on how you'd like to be held, kissed, caressed, along with any other specifics. Once you've given any man the opportunity to reciprocate...it'll be pretty easy to tell if his efforts to please you are worth your time!

But seriously, to the OP, PG may have a point. If you think you can show him the way, then give it a shot.
If him kissing you is a total turnoff, then him being "good on paper" isn't going to cut it and you need to move on.
