Why won't he ask me out on a second date?

We went out to dinner. It went good I thought. Lot's of fun conversation. We didn't do anything after dinner. He sent me a text like 10 minutes later and said he wished he had planned more for us and that we should definitely hang out again. We've talked since, he's told me how much he likes me and how pretty I am (blah blah) but made no effort to hang out again. I've even invited him out twice. The first time he said he had plans, the second time he said he just wasn't going out that night. What gives?!
