By being emotionally available, recognizing the vulnerability is a strength, not a weakness. Emotionally available/vulnerable people have the ability to offer what's in their heart, without fear of being hurt or rejected, and in offering what's in their heart ... can offer their love, knowing that love is measured by fullness, not just in reception. Be smart about who you give your heart to but don't be cynical. Be open and honest and allow yourself to be vulnerable. Being vulnerable is a very scary thing so is falling in love and learning to trust and have faith in someone. You have to accept that by allowing yourself to love and be vulnerable you are putting yourself at risk, but the alternative is to never experience the joy that truly being in love and opening your heart to someone can bring.
And it takes practice. Sometimes you love the wrong person and that hurts, but you can't give up or close yourself off. You just have to accept the pain and mistakes as part of the process just like any other learning experience in life.
