As you know I'm a big believer in asking immediately for a picture whenever someone contacts me with no photo. Recently I've started asking for the last 3 years of their tax returns (in PDF format preferably) as well as three references who are not relatives. Is this wrong?

I agree, amjay. We have a saying in the banking industry...."Collateral doesn't make a bad date good, it makes a good date better". Oh, sorry....I got confused....I think the saying was referring to a loan. OK, whatever, same thing.
