Eh, I probably would have let 33 minutes slide ;-)...and I'm not sure if I would have counted all of your strikes as strikes (except for the supposed 2 hour phone call to Sprint--THAT would definitely be a strike!!), or that he "fooled" you at all...but that doesn't really matter...what's important is that you got an overall bad feeling about this guy and therefore you weren't inclined to cut him any slack.
I do think that you should contact him in some way to let him know you changed your mind about meeting him (email is fine), but I'd listen to the message first...for all you know, he was calling to say today wouldn't work for him!
You are establishing right from the beginning how you expect to be treated... with respect and that you are more worthwhile than some object which is going to be lost in the clutter of his life (lost phone #, lost picture, lost track of time).
It is true that some emergency may have come up and that is why he didn't call when he said he would, but unless the emergency was to him and he was under anesthetic in the hospital, I really cannot think of a reason he couldn't make a 2 minutes "emergency came up" call.
Trust your gut on this one, cut him loose and send him back to the pond.
