I can identify. It's fun and torture at the same time. At least you know him and talk to him- I sometimes get crushes on people I don't even know. How's that for silly? I guess there's a serious crush and a non-serious crush though. Sounds like you have the serious kind. Next time he says something like "it's a good thing I like you" you should say "well if you liked me so much you'd be taking me to dinner tomorrow." Not that I'd ever have enough nerve to do that but if you did, it would be so cool. :-)
I know how you feel. I had a crush on a guy for the longest myself. Sometimes I'd see a glimmer or some sort of spark of hope, but then I'd realize it was probably just my imagination. So to put myself from further mysery, I just told myself that this guy probably isn't interested because we just could not seem to get past the smiles and small talk. So I just pretty much stopped "obsessing" over him, if you will. (Sigh) I do wish I had a crush on someone now though. It can be nice, though.
I don't know about guys, but for me... the guy I like the most is the last one I'll talk to. I get tongue tied, worry that I'm blushing, etc. so I avoid it altogether. He very well might be your Hal (sorry Hal) and stressing about actually asking you.
Dancing makes it so easy! You need a partner to two-step - and he can obviously dance. So, asking him to dance is a no brainer. That might actually give you two the time to talk to each other.
Note to Hal -- don't you dare use this thread as an excuse to wait for the girl to do something. You asked for her number, and the ball's in your court. Do HER a favor and call. :)
Once at a dance floor I saw a really cute girl. We danced together, but my dancing was so bad and I, seeing that she was bored, was too embarrassed to talk to her afterward.... Actually, I am reading a book called "Love Signals" by David Given. Many of the strange things we do in front of the people we like are hardwired in the brain. I guess that we should learn to enjoy them.
By the way, I am 25. Did I say something wrong that made you think that I am not acting my age?

Well, he slow dances - that's something pretty much everyone does.
I've got several crushes right now, and that's my attitude. Eventually, they either do something about it (yay) or you find a new crush. :)
