A while ago I saw a very attractive girl at the park. Since then, I must have seen her again four or five times, and the more I look at her the more nervous I become....
Anyway, she is always coming to the park with a bunch of kids. No, they are not her kids, and I figure that she may be a volunteer or daycare center worker. So how do I approach her, knowing that I will never find her alone?

Do the kids every lose a ball or a frisbee or something? You could retrieve it for them and start a conversation from there.
The kids are a perfect intro. Just walk up and ask her what her job is, and how she likes working with kids. It will take the pressure off having an opening line, will give her a chance to talk about something she enjoys, and will make for easy conversation.
Don't think about it. Don't overanalyze it. Just do it.

But my oppinion, GO TALK TO HER! We all want the guy to approach us and he never does. Really what do you have to lose? People are generally good and if nothing else you will have done it.
Isn't it better to look back and know that you tried rather than forever wondering?
