I wax my brows and since I am fair, the hairs are fine and come out pretty easily. However, I have a tiny mole which, luckily is just underneath my jaw line so nobody knows it's there but there's a hair which grows out of it. It's tough but I am usually able to pluck it out. Have you thought about electrolysis?
It's funny you mention this sort of thing. I am thinking of saving up and having a couple of moles removed, and may look into electrolysis myself. I have a little light brown mole above my right brow and people are always staring at it : ) One friend actually said, "Come here . . . Oh, never mind, sorry." LOL. I guess she thought it was brow pencil or something.
HI!! Shy I also have very dark hair so I am in the same situation as you are. For plucking stray hair I use a plucker made by TRIM. I think I bought it from Rite aid. It was a long time back. It is the only one that works for me. It can pluck even the short hair.
For eyebrows have you ever tried threading. I get my eyebrows threaded(Usually Asian salons will do it) . It is around $ 4 and i need to do it once a month. As time will go by threading makes your hair roots weak. Hence eventually you would need to get it threaded once in 2 months. I really like the end result of threading and plus the eyebrow shape is fantastic.
I don't know how in the heck they do it, but the technicians take a thread around the length you would use to floss. With one end of the sting in one hand, the other end in the other, they move it up and down over the brow repeatedly. Somehow the brow comes out looking great. I have not seen it done in person. I caught a clip on some news magazine show. I am not sure if it actually pulls the hair out or what. I guess it must, but I don't understand how. I would really like to know who came up with the technique, very unusual.

I actually have better luck with the thicker kind, but I don't know why because it doesn't make sense.
