It doesn't how many women flirt with your boyfriend, you only need to worry about your boyfriend's reaction to it. The only time I would feel a ping or a feeling in my gut is if I felt something was amiss.

Did you ever find out how old she actually was? If she was in her early twenties, I could almost overlook the incident. However, by ones mid to late twenties, they should know better than to do something like this. Don't you think?
I know you weren't seeking advice but ions ago when I was in a serious relationship (ha) I would always go out of my way to befriend these types of girls. I wouldn't necessarily take them to lunch or anything but when we were at the same functions, I would make a point to go over and hang out with them for a while. Sometimes I found that they didn't have ulterior motives while other times, they realized that they had better steer clear.
Not to say that I didn't hold my ex responsible for his actions as well, I did, but I wasn't about to be disrespected by one of these "bobby" chick's feigning naivete in order to get away with blatant disregard of another.
I would think that was wrong, too, IF it wasn't a good friend of his.

Um, yes. She's a social idiot. The most important thing to observe, though, is how T reacts. He was obviously annoyed and not egging her on. Good sign - score one for T.
