Hmm, how long have you been eating only 1200-1400 calories for? and sorry what is your activity level and height and weight? That isn't a whole lot of calories unless you are around 100 pounds, especially to be on longer term. Taking diet breaks and bringing calories back up to maintanence is important every 6-8 weeks or so from a hormonal perspective.
It's good you aren't eating crazy amounts of carbs though or that could have been the issue intself. How high are your fat levels? Are you taking any EFA's - this could be a problem too if you aren't and are not eating any fatty fish/flax.
Lastly the other thing is you could be hypoglycemic, if you are getting lower blood sugar readings. How often are you eating throughout the day?
Thanks for the more detailed post. Okay, at 140, 1400 isn't incredibly low like starvation low but it is at the lower end of the recommendation for weight loss (normally 10 - 13 X bodyweight depending on activity factors).
You are right though, fatiguing after shopping for an hour probably isn't normal. In terms of your workouts, what do they consist of? Do you take one day off a week? How much cardio work are you doing?
You didn't mention if you were taking essential fatty acids. These could really be a factor as it sounds like you may not get many in your diet. The other thing I would look into is iron as this could be what you are low in and is indeed what is causing the fatigue. (especially if you notice it gets worse around that time of the month).
Hopefully you can figure it out though, personally I know when I feel fatigued it's the most frustrating thing ever. Pain or uncomfort I can deal with but being tired isn't fun.
The last thing I wanted to mention, you said eating out of emotion stress, are you experiencing a lot of stress right now? Any major changes in your life? That can also be very tiring on the system, especially while under a lower calorie intake. Your body will release cortisol in response to higher stress which will eventually cause fatigue and may even start contributing to your weight issue (high levels of cortisol will encourage fat gain around the abdominal area).

I haven't, simply because when I think of that, I think of people who can't get out of bed.
