It depends on your relationship. I am an independent woman, and my boyfriend LOVED it that I proposed! We have been happily married for almost 5 years now! I did not expect a ring. But he surprised me with an heirloom diamond the next week. It could not have been more perfect. (I did give him an engraved compass in a wooden box when I proposed, it's prettier than I can describe) Follow your heart.... It may not work for everyone, but we have a very balanced relationship, we take good care of each other. I have since heard of 2 or 3 other ladies that did the same as me, and similiar results, happy!
Personally I wouldn't do it, but if you feel in your heart that this is something that you want to do, and you're ready for whatever outcome this will bring the two of you, I say go for it.
OUCH! That was painful even to read that last comment!
To the woman that posted this question - listen, you are going to get mixed reviews on such a question. I did suggest earlier to read that book Why Men Marry Bitches.. Which I still think you should.. but As I reviewed some of the comments - some with happy relationships with the guy they proposed to

My ex-boyfriend had a girlfriend while he dated me (yes, he is a scumball).

No, don't ask him to marry you.

I asked my soon-to-be to marry me - and he definitely said yes.
